"If I say "soon", that feels like a lie. So let's see each other again in 2025. All right? Please wait a bit. 2025, let's see each other then. You did great. Bye!" - Yoongi, 230806, weverse live. (trans.ryuminating)

Why did it take Komui four years to find Lenalee?

The implication is the Black Order barred him from entry and, sure if the Central Agency was as stringent as they show themselves to be, that could be the case, but something doesn't add up with this explanation. At the time, the Order was conducting horrific experiments on the direct relatives of exorcists. Parents, children, siblings, there didn't seem to be any discrimination here. So it would have been odd if a new exorcist was found that the Order wouldn't take the entire immediate family under their wing for nefarious purposes.

Headcanon: I can't help but wonder if the exorcist who found Lenalee knew all that was happening (perhaps had even lost relatives of their own) and warned Komui not to follow his sister to the Order. It's possible this exorcist falsified his/her report and said they found Lenalee as an orphan and that she had no one else.

It would have protected her brother and Lenalee would've been too young to understand the full story. Hoshino also confirmed in a Q and A that most of the scientists are scouted for their talents. Maybe this mystery exorcist pointed Komui to the correct channels in order to help the siblings reunite. Lee is one of the most common surnames in the world. It would have been easy for him to hide within the Order and establish a career path that made him too useful to risk losing in an inhumane experiment.
